1997년 한국에서 발생한 경제위기의 원인, 전개과정, 귀결을 민주주의의 공고화와의 관련하에서 종합적으로 설명, 분석한 학술연구서이다. 필자들은 특히 다음과 같은 정치경제학적 연구질문에 분석의 초점을 맞추고 있다. 경제위기의 원인은 무엇이었는가? 경제위기의 극복을 위해 한국 정부가 채택, 실시한 정책은 어떠한 것들인가? 일반 시민들을 포함하여 한국의 다양한 정치행위자들은 경제위기와 정부의 위기극복 정책에 어떻게 반응했는가? 경제위기는 한국자본주의의 구조적· 문화적 기반을 변화시켰는가? 경제위기가 한국의 민주주의 공고화에 문화적·제도적으로 미친 영향은 무엇인가? 비교적 관점에서 볼 때 한국 사례가 주는 보다 일반적인 함의는 무엇인가? 이 책은 이와 같은 연구질문에 대한 대답을 통해 김대중 정부 시기 한국 경제위기와 회복 과정의 종합적·체계적 분석을 시도하고 있다. 이 책은 궁극적으로 한국이 당면한 가장 중요한 미래적 과제는 공고화된 민주주의와 선진시장경제로의 이중적 이행을 어떻게 성취해 내느냐, 그리고 그럼으로써 민주주의의 심화와 경제개혁 간의 상보적·상승적 관계를 어떻게 유지해 나갈 수 있느냐에 달려 있다고 주장하고 있다.
This book examines the causes, process, and consequences of the 1997 economic crisis in Korea, focusing on the following research questions: Why did the economic crisis occur? What policy measures did the government adopt to combat the crisis? What strategies did the various Korean political actors, including citizens, pursue to cope with the crisis and adapt to the various policy measures of the government? Did the crisis transform the structural and cultural foundations of Korean capitalism? How did the crisis affect the consolidation of Korean democracy culturally and institutionally? What general and comparative lessons can be derived from the Korean economic crisis? By answering these questions, the book tries to present a comprehensive analysis of the politics of economic crisis and recovery under the Kim Dae Jung government. The book argues that one of the principal challenges for Korea in the years to come will be how to accomplish a dual transition to a consolidated democracy and an advanced market economy by forging and maintaining a mutually reinforcing relationship between democratic deepening and economic reform.
